Yeah that sounds nice and polite and doesn't leave guests wondering where they stand. I always send my invites out with each of the family members names on the invite but then I am inviting them all, not just my child's friends.
If you are happy for the family to come them maybe to spell it out to guests I would put something like "please note that we will be paying for the kid's meals only. There will be birthday cake for everyone. the family is welcome.". If I received an invite with just one of the boys' name on it I would be wondering if the rest of were welcome (it wouldn't matter if we weren't, I just wouldn't be sure) or I might think that I should just drop my child off and come back later
ETA: just realised you said her 2nd birthday so definately not a 'drop off' party
